Even though it largely plays as a satire, I think it still pulls itself off as a well-enough produced movie with a script bizarre enough to keep ones attention. Whether it has some kind of biased underlying message is up to the viewer. Either way the actors do a decent job keeping things interesting and making you ask: Wtf?"
